Drywall repair in Venice
The City of Venice Building Division applies Florida’s new permit exemption through its House Bill 803 Residential Permit Exemption Policy, effective July 1, 2026.
Venice addresses outside city limits, in South Venice, Venice Gardens or nearby Nokomis, take exemption requests and permits to Sarasota County instead.

Drywall repair rules in Venice
Section 553.79(1)(g), Florida Statutes, exempts a single-family owner or the owner’s contractor from a building permit for work valued under $7,500, and the Venice Building Division reviews each written request under its HB 803 policy.
The Venice policy limits the exemption to single-family property, non-structural work and jobs with no electrical, plumbing, mechanical, gas or other regulated trade work.
The Venice policy also requires the work to sit outside a flood hazard area where a permit is required, and rejects a project split into separate contracts, phases, invoices or scopes.
The City of Venice request asks for the project address, owner and contractor contacts, and a proposal, contract or invoice showing the scope and total value.
Requests go through the City’s Online Services, which needs a registered public user account first.
The City of Venice policy states that an approved exemption does not waive zoning, floodplain, contractor licensing, right-of-way or homeowners association requirements.
On a permitted Venice job, the owner’s agent must be a state registered, certified or specialty contractor who is also registered with the City, per the Building Division FAQ.

City of Venice limits take in 16.3 square miles of land and 1.7 square miles of water (Census Gazetteer).
Construction from 2020 or later already makes up 7.2 percent of Venice units, more than all Venice housing built before 1950.
The City of Venice adopted FEMA’s flood zone maps, and its Flood Zone Map Information page links an interactive map searchable by address, the first check before a Venice HB 803 request because parcels in a flood hazard area are excluded.
Drywall repair questions in Venice
Does drywall repair need a permit in Venice after HB 803?
It can skip one if the City approves a written exemption. Under the City of Venice policy the job must be on single-family property, valued under $7,500 as HB 803 sets it, non-structural, free of electrical, plumbing, mechanical or gas work, and outside a flood hazard area where a permit is required. If the Venice Building Division finds the request does not qualify, the permit comes first.
My Venice house is in a flood zone: does the $7,500 exemption apply?
Not if the property is partly or entirely in a flood hazard area as the Florida Building Code defines it (s. 553.79(1)(g)), which the City’s adopted FEMA flood map shows for each Venice parcel; the FEMA Flood Map Service Center has the same lookup. After flood damage, the 50% rule explained by the Sarasota County Property Appraiser can also require bringing a Venice house up to current flood rules.
Who issues permits for a South Venice address?
Sarasota County, because South Venice sits outside City of Venice limits: building permits and HB 803 exemption requests there go to Sarasota County Planning and Development Services, which handles plans review, permitting and inspections. The Venice Building Division at 401 W. Venice Avenue covers addresses inside city limits only.
